Andrew Clark is the Group General Manager, Asset & Operations at NZ Transport Agency Waka Kotahi, where he leads the asset ownership function of New Zealand’s state highway network. He is responsible for driving performance across asset management, maintenance, and operational delivery, with a focus on safety, resilience, and value for money.

Since joining Waka Kotahi in 2023 as National Manager, Maintenance & Operations, Andrew has led large-scale system and commercial reforms to improve consistency and outcomes across a multi-billion dollar programme. His work includes leading the transition to the Integrated Delivery Model and overseeing the retendering of 14 maintenance contracts while maintaining network performance.

Andrew brings over 20 years’ experience in asset management and operations from the telecommunications sector, with a track record in leading complex, asset-intensive environments. He is known for pragmatic, outcomes-focused leadership and works closely with government, industry partners, and regional teams to strengthen system performance and optimise network outcomes for New Zealand.
